To qualify for the Federal Skilled Worker Program, immigration authorities consider factors such as:

Meeting the minimum eligibility requirements does not guarantee an invitation, as applicants are ranked against others in the Express Entry pool.

Minimum Requirements

Generally, applicants must:

• Have at least a high school diploma or an equivalent qualification
• Demonstrate sufficient settlement funds (unless exempt)
• Intend to live outside the province of Quebec
• Have at least one year of continuous full-time (or equivalent part-time) skilled work experience within the last 10 years
• Have work experience in eligible NOC TEER 0, 1, 2, or 3 occupations
• Achieve a minimum Canadian Language Benchmark (CLB) 7 in an approved English or French language test
• Meet all other Canadian immigration requirements

Canadian Experience Class (CEC)

Permanent Residency for Skilled Workers with Canadian Experience

The Canadian Experience Class (CEC) is designed for individuals who have gained eligible skilled work experience while living and working in Canada.

It is one of the most popular pathways for international graduates and temporary foreign workers who wish to become permanent residents.

Because CEC applicants already have Canadian work experience, they are often well-positioned to integrate into Canada’s labour market.

Typical Pathway for International Students

Many international students follow this progression toward Permanent Residency:

Step 1 – Complete an Eligible Canadian Education Program

Graduate from a recognized Canadian Designated Learning Institution (DLI).

Step 2 – Obtain a Post-Graduation Work Permit (PGWP)

Apply for a Post-Graduation Work Permit (PGWP) to gain eligible Canadian work experience.

Step 3 – Gain Skilled Canadian Work Experience

Accumulate at least 1,560 hours (one year) of eligible skilled work experience in NOC TEER 0, 1, 2, or 3 occupations.

Step 4 – Meet Language Requirements

Complete an approved English or French language test and achieve the required Canadian Language Benchmark (CLB) score.

Step 5 – Enter the Express Entry Pool

Create an Express Entry profile. If you receive an Invitation to Apply (ITA), you may proceed with your Permanent Residency application.

Many complete applications submitted through Express Entry are processed within approximately six months, although actual processing times may vary.
